Licensing Manager
Our Client, America’s largest state-owned, public power enterprise, has an exciting opportunity for a Licensing Manager to work in its White Plains, N.Y. office. In this position, you will supervise the necessary studies for project development and licensing as well as prepare the required applications to obtain regulatory approvals for project construction and operation. You will serve as principal contact between the Authority and federal, state and local regulatory agencies to ensure the accurate and efficient flow of information and good cooperation for specific projects. It is anticipated that the successful candidate will focus on transmission projects.
Responsibilities include managing and supervising consultants, task forces, licensing specialists and senior licensing specialists of the Project Development and Licensing Division; preparing project plans to define the project objectives and the methods of accomplishment; developing a work plan to include applicable engineering, licensing, environmental, quality assurance and operating considerations; directing the activities of the project team and establishing reporting methods to measure progress; and coordinating the development of appropriate Capital Expenditure Authorization Requests (CEARs) and assuring that all proper cost are incorporated into the project CEAR(s) from support departments. Additional duties include developing an annual plan and budget for the Division as well as setting goals and objectives; monitoring project development and licensing expenditures; providing quality control over work produced by subordinates, task forces and consultants; preparing CEARs, trustee items and project status reports; preparing bid documents and recommendations for contractor selection; assuring development and training of staff that manager supervises; and representing the Client on external task forces and committees as well as the Division on intra-Client task forces and committees.
Candidates must possess a Master's degree in planning, engineering, economics, public administration, environmental science or related disciplines, along with at least 12 years experience in project development and/or licensing. Excellent technical, organizational, planning, decision making, leadership, problem solving, written and verbal communication skills are required. Proficiency in MS Office is a must.
